The building was constructed in 1930 and was designed by the Vasiliov and Tsolov Design Bureau to be used as a residential building by Angel Kantardzhiev. In terms of its style, the building is typical of the modern architecture that was still new at the start of the 20th century. It has an extremely clean geometric architectural character, a direct expression of its functional organization. In 1978, the structure was declared a cultural heritage site of local importance. Following the end of WWII, the building was acquired by the state and has been used for various administrative purposes ever since. Due to poor maintenance over this period and the natural wear and tear of some of the materials used, before the implementation of the project the building was tired and had suffered degradation and loss of authenticity.
